This thesis was to investigate the state of and problems with traditional long boat racing in NakhonpathomProvince 2005 employing indepth interviews with experts involved in the local traditional long boat racing witha continuity of not less than 5 years. It included observations, related document reviews and research devicesto help collect data. There were 42 samples and the analysis was based on general administration (4Ms).Descriptive approaches were used for its conclusion. It was found that Wat Bang Phra, Wat Pracha Nat and Wat Bor Takoua Buddharam organized traditional longboat racing, in 2005 in order to conserve the local arts, culture and the local traditional long boat racingof Nakhonpathom Province. It was also to enhance unity of the local people and their neighboring localities,including publicity of the temples and the locality. All the racing committee members of Wat Pracha Nat and Wat Bor Takoua Buddharam were local whilethe racing committee members from Wat Bang Phra were from civil service offices in Nakhonpathom Province.The budget for organizing in Wat Pracha Nat and Wat Bor Takoua Buddharam was supported by the TambolAdministration organization while at the Wat Bang Phra it was supported by themselves and the NakhonpathomProvincial Administration Organization. Locations and devices of every temple were well prepared, adequateand proper to the racing. Wat Pracha Nat and Wat Bang Phra organized the racing in the Nakhonchaisi Riverwhile Wat Bor Takoua Buddharam organized at the swamp of Bang Rakham. Wat Pracha Nat and Wat BorTakoua Buddharam organized local-like and traditional cooperation. The planning and the setting forthe action plan was people-centered while at Wat Bang Phra it was organized in a bureaucratic-like way withmeetings for job allocation, coordination and systematic job performance reports. The problems found were 1) setting objectives of racing needs with obvious achievement indicators,they were unable to assess efficiency and achievement of the racing. 2) Continuing budget shortage to supportThai traditional long boat racing. 3) No central office authorized to coordinate with the public or private officesin the province and to take responsibility including the continuing support of the racing. 4) Shortage of systematicpursuing, monitoring and auditing disbursement of the budget e.g. there is receiving and expenses butno document supports. |
